Self-enforcement kits
TThere are many situations in the world of unauthorised parking where the property owner wants to enforce his/her own parking regulations within the law.
The précis of the background to this is that the Road Traffic Act 1991 that regulates the driving and parking of vehicles in the United Kingdom does not essentially apply to private grounds.
The parking charge notice in this case is to be differentiated from the Fixed Penalty Notice of the local authority and greatly to be differentiated from the PND of the juvenile court.
The landowner, personal or corporate, decides who can and can’t park on the grounds. For example, a company can decide that its own senior employees, authorised contractors and invited visitors can park there – and nobody else – on pain of receiving a Penalty Charge Notice.
If A parks without permission on B’s grounds, then B can, within reason, apply a PCN to him. If A refuses to pay, civil enforcement procedures activate. This is outside the dreadful field of criminal law.
Do remember, please, that each situation is different and unique and the people in charge of, say, a publishing firm and its premises usually want to have the exact say-so about who can park. So, somebody outside the usual range of permitted parkers can park with their implied permission if some kind of urgent or emergency matter affecting the wellbeing of the company is at stake.

The warning signs act as an excellent deterrent on their own and the regulations can be tailor made to suit your car park requirements. In most parking problem cases there is no need for towing away, wheel clamping or self ticketing. Once the signs are installed you will see a significant improvement in the parking area . Some motorists might choose to ignore your rules; if this is the case simply place an orange flashpeel warning notice on the driver’s window. This is an easy to remove warning that will deter the driver from parking again. If the motorist reoffends then you can apply the red sticker which has a stronger adhesive and will require warm soapy water to remove.
The combination of the warning signs and the two notices will solve most parking problems.
